Getting to the Shattered Throne requires players to navigate the interconnecting maze of tunnels that can be found under the Dreaming City. The location of Toland changes every week with every new Ascendant Challenge. The quest to find Toland only appears after the Ascendant Challenge has been completed, so players who are quick can complete the challenge, get back to Petra for the bounty, Challenge: The Shattered - Toland Located, and then rush back to the Ascendant portal. Open up the map and look for Petra Venj's icon, she'll be in a different location each week. Set a course for the Dreaming City destination and load into the only fast-travel point on the map.
